Russia’s second Crimean invasion

The Kremlin plans to dispatch an army of commissars to oversee local authorities in Crimea, according to a report in Kommersant. RFE/RL’s Brian Whitmore argues that amounts to a second invasion of the occupied Ukrainian peninsula. Russia is also prosecuting top officials in Crimea, indicating the Kremlin plans to replace corrupt officials with corrupt officials loyal to Moscow, Whitmore writes.
