EU needs to step up its game in Ukraine

Fredrik Wesslau, of the European Council on Foreign Relations, pens an opinion piece in EU Observer calling for the EU to increase financial support for Ukraine and to hold Russia accountable for its refusal to implement the Minsk agreement. Wesslau argues sanctions on Russia need to be indefinitely tied to the implementation of Minsk, and they should not be frequently up for renewal.  Also, the EU cannot forget that Moscow annexed part of a European country.
