RFE/RL runs a piece explaining the proposed amendment to Ukraine’s constitution that would give Russian-backed separatists more autonomy. The plan would allow the separatists to form their own militias under Ukrainian law, but that is conditioned upon Russian troops withdrawing from Ukrainian territory, which should include Crimea. Still, Ukrainian nationalists violently protested the decentralization initiative, and a member of the Ukrainian National Guard was killed this week when a grenade was hurled at riot police.
