Russia plans to use prison labor for 2018 World Cup

Russia plans to use prison labor in attempt to hold down the costs of its 2018 World Cup projects. The $12.7 billion World Cup budget is a challenge for Russia to afford following the devaluation of the ruble. Even though the ruble has regained value this year, it is still worth about a third less against the dollar than it was at the beginning of 2014.
