Lukoil launched an oilfield in Western Siberia Wednesday ahead of schedule. Russia’s second largest oil producer is currently trying to overcome Western sanctions, which limit Lukoil’s access to capital and prevent it from receiving assistance from U.S. firms in oil exploration.
