Russia is trying to block attempts by the West to create a UN tribunal to prosecute those behind the downing of MH17, RFE/RL reports. Russia is also trying to see that an investigation into the downing of the Malaysian Airlines flight is overseen by the UN Security Council, of which Russia is a member with veto power.
