EU Observer reports that an agreement brokered by EU’s Mogherini has been signed by Kosovo and Serbia, giving wide-ranging autonomy to majority Serb municipalities in Kosovo, but under Kosovo law. The Serbian prime minister and the foreign minister of Kosovo interpreted the accord in their own way. The former announced that with this agreement there were no more obstacles to Serbia’s membership in the EU, while to the former, the agreement meant that Serbia has recognized Kosovo’s independence.
