Ukraine debt envoy ratchets up payment suspension warning

Ukraine may suspend debt payments as soon as Tuesday if creditors do not accept taking a haircut, Reuters reports. Kiev owes $23 billion to foreign bondholders, and Ukrainian officials will participate in talks with some of the creditors on Tuesday in Washington. Part of the issue is that Russia is demanding Ukraine repay a $3 billion bond in December, and some of the creditors are concerned they will receive less money if Kiev pays Moscow in entirety.
