Absent Putin ‘orders Arctic naval alert’

Putin has still not appeared in public despite his scheduled meeting in St. Petersburg today with the president of Kyrgyzstan. Yet, Putin is bizarrely ordering major Russian naval drills in the Arctic, BBC reports.
