The Moscow Times reports Alexander Zakharchenko, the leader of the self-proclaimed Donetsk People’s Republic, has announced primary elections will take place in all Donetsk districts in September and October. The decision was reportedly made during a meeting Sunday between Zakharchenko and Putin aide Vladislav Surkov.
