The temptation of ending sanctions on Russia

Carnegie’s Judy Dempsey writes from the Munich Security Conference where Russian PM Dmitry Medvedev tried to persuade European leaders to halt EU sanctions on Russia. Medvedev would not acknowledge Russia’s invasion of Ukraine. Instead, he was fixated on Europe’s problems, i.e. weakening business ties with Russia and a new Cold War. U.S. Secretary of State John Kerry said European sanctions on Russia must remain in place as long as necessary.
