Russia has major budget problems that Putin has failed to address, and if faced with protests, he now has a law allowing the FSB to open fire on crowds. In Central Asia, currencies are crashing, unemployment is high and unemployed migrant workers are returning from Russia. De Jong argues that makes Central Asian men at risk of Islamic radicalization.
