The recently released Human Rights Watch annual report included sections on Bosnia, Croatia, Kosovo and Serbia. Human Rights Watch criticized Balkan states, primarily Serbia and Bosnia, for failing to follow through on pledges to prosecute war crimes. Treatment of minorities and the structuring of judicial systems also remain concerns across the Balkans.
